2月18日,AMSA发布了2022第4号marine notice,主题是:货仓舱盖的维护与保养,正如我们上一期推送的引水梯:各位请注意:ASMA火力全开,PSC集中检查引水梯,卸扣也不放过!

如不出意外,关于舱盖的缺陷将大幅增加

实际上,2018年AMSA搞了一次关于系固的专项检查,这次检查舱盖安全也算一脉相承。大家可以参考我们18年推送的文章:(刚刚)AMSA的这次滞留警告如何准确应对

事实上,与舱盖相关的检查依据,一个是Loadline中的风雨密,一个是SOLAS中的检验设备的维持。条款不多,也好理解。

总之,有个原则:舱盖漏了、破了、裂了、进水了要被滞留!盖不严、关不上要被滞留!

PSCO能查的几个点是:舱盖、舱盖密封胶条、开舱液压装置及管线、舱盖固定装置、舱口围。

PSCReady老编总结了最近几个月澳大利亚开具关于舱盖的119个缺陷,其实按照大类分也就那么几项,大家对照整改吧,有的放矢,提前准备,也可以心中不慌。

文末传了一份P&Iclud总结的关于舱盖维护保养的一系列问题和策略,需要的自取。

  1. Hatch cover cylinders of No. 3, 4 and 5 hatches leaking. Class to provide inspection report after repair.(ISM)——3/4/5号舱液压油缸漏油,维修后需要船级社检验

  2. Couple of cargo hold hatch covers securing arms found seized and could be not be used with hatches open.舱盖固定臂卡死,不能使用。

  3. Forward store hatch cover`s several securing nuts missing, safety pins missing at forecastle deck.首储物舱固定螺丝缺失,安全销缺失

  4. Several hatch coaming drains, non-return valve type not operational, valve blocked, plugs missing.(ISM)舱口围板泄放阀故障,被堵死。

  5. Weathertight hatch cover for provision store (B deck) and conveyor room hatch starboard side (main deck) - many securing bolts missing.(ISM)食品存储间固定螺丝缺失

  11. Cargo hold hatch covers sealing rubber defective. (Cracked and has permanent set). Few places.(ISM)舱口盖密封胶条故障

  12. Various quick acting cleats frozen, to be attended within 30 days.(ISM)

  13. Hatch cover seal area drain channels corroded preventing free draining. Eight drain orifices total port side blocked with cargo debris.(ISM)舱口盖泄放管线被堵。

  14. Hatch cover No.2 hydraulic broken.(ISM)2号液压缸故障。

  15. Booby hatch covers for cargo holds number 1, 3 ( P ) and ( S) sides and hold 4 and 6 (S) side unable to close

  16. Cargo hold covers cleats and rubber in poor condition. Several hydraulic pipes/connections on control levers of the hatch cover in poor condition. Sample points over painted.(ISM)

  17. Two (2) approximately 6`` sections of missing gasket material on the No.4 cargo hold hatch cover.

  18. Two snug parts for clamping device on No.6 C/H hatch cover - Deformed and non-functional.

  19. Several safety clips of hatch rollers locking pin found to be corrode and damaged. Additionally some witchard keys found in poor condition.(ISM)

  20. Cargo hatch mating surface on hatch coaming corroded effective seating. Hatch coaming drain channel paths corroded. No.5 hatch landing pads corroded.(ISM)

  21. 90% of quick acting cleats on water ballast hold No.3 loose.(ISM)

  22. Small section of hatch cover gasket missing Hold No.1 aft hinge starboard.(ISM)

  23. Cargo hatch quick acting cleats (QAC) & wedge cleat crutches corroded, broken due to corrosion or bent, lots of H/C rubber packing missing, No.4 C/H coaming stay crack found.(ISM)

  24. Cargo hold No.2 ventilation hatch cover found corroded on securing rubber edge holder, securing rubber found in poor condition.(ISM)

  25. Engine room skylight cover not fully bolted.(ISM)

  26. No.1 & No.2 Hold safety latches to secure the hold in open position not in use at time of inspection because of damages to the rails, vessel made alternative means for securing. (ISM)

  27. Numerous locking lever on opened hatch covers not in locked position and No.1 hatch cover locking lever missing.

  28. No.2 & No.4  hatches unable to seal weathertight. No.2 hatch gap between the compression bar & rubber seal is 5mm to 20mm for 5 m width. No.4 hatch gap is 5mm to 20mm for entire width.

  29. Entrance to No. 1 Stool can't be closed.(ISM)

  30. All hatch covers lubripad found compressed, holders corroded and adjusting screw seized , not maintained properly.(ISM)

  31. Cargo container fallen on Hatch cover no. 7 (starboard ) pontoon after dislodged from Hatch cover no 7 center ( Bay 58 ,rows 5) Hatch cover damage not checked.(ISM)

  32. "Cargo hold hatch covers - Top plate stiffener (16pcs) around cross joint extremely corroded and partly broken & Corrosion holes found at top plate (3pcs).

  33. - All bearing(supporting) pads extremely wasted and corroded"

  34. Cargo hold hatch cover top plates (Fore end part) extremely corroded & partly torn off. Oil leaking from hydraulic pipe line & hydraulic cylinders (2 pcs).

  35. Hydraulic cylinder (left) of hatch cover of No.4 cargo hold has major leakage.

  36. Cargo hatch covers and coaming are heavy corroded, rusted. Master was instructed.

  37. RUBBER PACKING OF HATCH COVER PARTLY DAMAGED & GUIDE PLATES OF RUBBER PACKING CORRODED HEAVILY,(ISM)

  38. Three (3) hatch covers between cargo hold No.4 & 5 edges rusted, (un-watertight) and holed.

  39. Some twist lock’s shoe fittings corroded.(ISM)

  40. Some hatch cover channel drain line corroded.(ISM)

  41. Cargo hold No. 1, 2 and 5 hatch covers hydraulic controller - leaking.

  42. 24 Cargo hatch cleats (For 5 Cargo hold P,S) were found missing. CO raised requisition 2 months ago.(ISM)

  43. Observed several cargo hatch cover jack/pistons leaking on deck. No evidence of spares onboard. (ISM)

  44. Hydraulic oil cylinder of No.1 hatch cover, oil leaking severely.

  45. Hydraulic devices cargo hold covers leakage.

  46. Stains of water leakage found through the cover above main engine.(ISM)

  47. Main deck booby hatches (2 of) unable to be secured in the closed position in addition 1 booby hatch missing locking pawls.

  48. Floating ball in drain pipe of No.5 C/H hatch coaming seized. (ISM)

  49. Sounding pipe for No.4 F.O.T. between No.3 & No.4 C/H on main deck broken. (ISM)

  50. Many cover for sounding pipe of BWT use wooden device. (ISM)

  51. No.5 cargo hold not watertight hatch cleats port side found damaged and non return valve found jammed.

  52. No.4 cargo hatch coaming water drain pipe clogged.

  53. "Hatch to bosun store found with damaged/modified hinges in extremely corroded condition. The actual/modified hinges seem be much weaker constructed than the original ones.

  55. Most hatch coaming drain self-closing devices seized.(ISM)

  56. Non return valves for drainage of hatch coaming on several cargo holds seized in open position.

  57. Hatch cover of No.2 cargo hold deformed & gasket damaged by fire incident on 14-11-2019, and the mentioned hatch cover cannot keep weathertight.

  58. Cargo hold hydric cylinders heavy leak of oil.

  59. Hatch cover cleats when tested, was unable to be locked down. Found many cleats with rubber broken / hardened. (ISM)

  60. Cover of No.1 C/H bilge corroded seriously.

  61. Gap in No.2 hatch cover rubber seal. (ISM)

  62. Hatch hook backs seized. (ISM)

  63. Hold hatch cover rubber seals are incomplete in 13 places.

  64. Some cargo hatches hydraulic pistons have leakage.

  65. Poop deck access hatch to E/R(skylight) corroded and holed in way of gasket retaining channel. No.3 CH access hatch PV vent seized. (ISM)

  66. Hatchway covers rubber groove corroded.

  68. - appendix II (list of port contacts) was not p to date.

  69. -onboard SOPEP training record was not up to date.  Last SOPEP training record was 27-April-2019.

  71. All cargo holds hatch covers all quick-acting cleats not arranged.(ISM)

  72. Covers from CH entrance hatches are not properly maintained, excessive corrosion on the rubber channel.(ISM)

  73. Some non-return valve for hatchway damaged.

  74. Some clamps for cargo holds hatch cover missing & some clamps securing structure damaged.

  75. No.6 C/H hatch cover found some holes.

  76. Limit switch of watertight hatch in No.2 Deck of cargo hold malfunction.

  77. Plenty of cleat dogs for securing hatch covers unlocked during the whole voyage from Qingdao to Shanghai.

  78. Cargo hatch cover center line cleats defective. (ISM)

  79. Hatch cover cleat saddles on hatch No.1, 2, 4 & 5 wasted. (ISM)

  80. Anchor hole found not coverage on F`cle. (ISM)

  81. Butterfly nut the watertight cover for anchor chain locker not secured. (ISM)

  82. Hatch covers No.5 hydraulic system pipes & hydraulic cylinders not properly maintained with heavy oil leakage. (ISM)

  83. All quick acting cleats seized and unable to operate on cargo hold hatch covers No. 2, 4, 6 and 8. (ISM)

  84. Cargo hold hatch cover hydraulic leaks from No. 4(P, Aft), No.4(P, Fwd.), No.3(S, Aft), No.3(P, Fwd.). (ISM)

  85. On deck sky light bolts missing.

  86. Cargo Hatch No.1, 2pcs of hatch cleats broken.

  87. Steering room hatch, forecastle hatch cover gasket retaining channels corroded. Penetration at no.4 mast house to make water tight.(ISM)

  88. Cargo holds hatches corroded thorough.

  89. Cargo hold hatch covers channel drain valves - majority seized, some open, some closed.

  90. Cargo hold hatch covers - rubber packing. Residual compression excessive. Manufacturer's allowable residual compression could not be presented on board.

  91. Psco observed that the low lever hydraulic fluid reservoir alarm is not operational on the navigation bridge. misc alarm is only indicated on the unmaned engine alarm pannel.

  92. Manhole cover of rope room lack of three (3) secured bolts. (ISM)

  93. Closing devices for several cargo entrance hatches in poor condition; seized, broken.

  94. Several securing devices of cargo hold hatch cover rusted seriously.

  95. Hatches rubber gasket in poor condition, need to check hold tightness.

  96. Numerous cargo hatch cleats not secured on holds number 1, 2 and 4. Hatch cleat adjusting bolts corroded / seized.

  97. Cargo hold hatch covers auto cleats- numerous seized on all hatches.

  98. Cargo main deck holds pistons - some hydraulic oil leakages.

  99. SEVERAL HATCH COAMING DRAINAGE COVER MISSING.(ISM)

  100. Part gasket of No.1 C.H cover fall off.

  101. Several closing cleat for cargo hatch cover seized or lost. (ISM)

  102. Manhole cover No.2 cargo hold entrance broken.

  103. The check valve for drain valve of cargo hold on portside seized.

  104. Two (2) sets steel straps for quickly acting cleat for No.3 and No.4 cargo hatch cover broken. (ISM)

  105. Security bolt of No.6 cargo hold vent cover missing.

  106. Cargo holds covers tighting rubber partly missing. (ISM)

  107. Four (4) pieces of air ventilator covers of No.4 and No.5 Cargo Hold were badly wasted with deteriorated rubber gaskets and unable to maintain weathertightness.

  108. Non-return valve for No.4 hatch stuck.(ISM)

  109. Hydraulic oil for hatch cover at hydraulic station leaking. (ISM)

  110. Several entrance hatches to cargo holds do not close properly: dogs not engaging under wedges, dogs missing.(ISM)

  111. Several cargo hatch cover closing arrangement found catch for quick closing cleats wasted. (ISM)

  112. Hatch covers gasket and natural ventilator for the hold are wormed out. There`s also evidence of water on the cargo inside the holds. (ISM)

  113. Cargo hold hatches were not secured with full numbers of hatch cleats, more than 80% of hatch cleats were missing.

  114. U-bolts (cargo deck) heavy rusty.

  115. Packing of No.5 and No.6 hatch cover in poor condition. (ISM)

  116. Hatch cover cleat for No.1, No.2 and No.3 cargo hold rusted seriously and sealed.

  117. Cargo hold hatch coamings of No.3 & 4 Cargo had some holes due to heavy corrosion. No.3 C/H (S-side) 4 holes and No.4  C/H (P-side) 2 holes. (ISM)

  118. Found hatchways on portside leading to cargo area 2 and 3 heavily corroded/damaged. To be repaired under supervision of RO. Report to be sent to PSC Germany.  (ISM)

  119. Hatch cover driving chain of No.6 C/H(S) for cargo hold hatch cover rusted seriously.
